See his entry in the Oxford DNB. The identity of the recipient is unclear. Written on one side of a small (12 x 9.5 cm) plain card. In fair condition, lightly aged and worn, with one vertical crease. Reads: 'Dear Walter / Enclosed is, as you may see, addressed to Speaker Court. I opened it & think it may be for Miss Erskine. If not, will you send it on to Lady Ilbert. Nothing is known of it here. / Yours sincerely / James W Lowther'. Lady Ilbert was wife of the Clerk of the Commons, Sir Courtenay Ilbert, from whose papers the item derives.

He states that he has 'no intention at present of writing or publishing any reminsicences', having always 'held a very strong view against the modern system of gentlemen who have been employed in official & confidential positions rushing into print the moment they have left their situations.' For Lowther's career see his entry in the Oxford DNB. In 1921 he retired as speaker, on being created Viscount Ullswater and appointed GCB. His resolution did not hold: he published his reminiscences in two volumes in 1925 under the title 'A Speaker's Commentaries'.
Cloth. Condition: Very Good Indeed. Not Stated (illustrator). First edition. The scarce first edition biography of this Speaker of the House of Commons, illustrated throughout. The scarce first edition, first impression of the two volume biography of James Lowther, 1st Viscount Ullswater. A Conservative party politician, Lowther was Speaker of the House of Commons between 1905 and 1921, making him the longest serving Speaker of the twentieth century. On his retirement as Speaker, he was given the title 1st Viscount Ullswater. In his preface, Lowther explains that he undertakes this work with some hesitation, but does so because 'it has been my good fortune to have known a number of persons, who have played important starts on the national stage'.Illustrated with ten plates to volume I, and eleven to volume II. Collated, complete. With a contemporary owner's inscription to the front page of each volume, and a sixteen page publisher's catalogue to the rear of volume II. In the publisher's original cloth binding. Boards bright. Bumping to spine head and tail. Spotting to fore edge of text block. Contemporary owner's inscriptions to front free endpapers. Internally, firmly bound. Patches of spotting to first few pages of volume I, with pages otherwise generally clean and bright. Very Good Indeed. book.

Collation given as 52pp; the final leaf, G, p.53 with verso blank, 'Extracts from the Constats' present in the copy offered here is not mentioned by ESTC, but is indicated as being in the second edition. A complicated property dispute in Cumberland, fuelled by political enmity. Portland took out a case against Lowther and the Corporation of Carlisle accusing them of compromising his interests in the fishing grounds leased to the defendants. Portland lost and a pamplet war ensued.

[South Kensington? Natural History Museum?] and our selection [presumably Frederic Kenyon] is from within the department. The Archbishop & I have had many deep & prolonged consultations over the matter - the Lord Chancellor who does not really take much interest in the affairs of the Museum is doubtful & does not care to commit himself, has not yet signed thge appointment. I do not know what he may do so on Monday morning after a day's golf on Sunday. | I am astonished at your friends in the department wanting a postponement & an enquiry by the Standing Committee. A postponement would involve a continuation of the rule of Sir E.M. Thompson which I understand is not much to their taste; and an enquiry by the standing committee (on what?) can have little or no influence on the principal trustees who at independently of them. | I am afraid that our selection of a Director although it will be approved by the Royal Society & scientific persons generally will not be a popular appointment. The public look for an Owen [Richard Owen, palaeontologist] or a Darwin and if we had any body of that stamp we should not hesitate to put him in a Director of the S>K. [see above] quite regardless of whether he had previously been in the department. We want the best man we can get & do not feel in any way bound to limit our choice.
